Measure around the fullest part the bust while wearing proper undergarments. Do NOT use your bra cup size.  Your bra cup size and actual measurements all around are completely different. WAIST  This measurement is around your natural waist line - usually about an inch above your navel. HIPS  Measure around the fullest part of your hips.
